As temperatures drop across New York, the state is opening a new window for winter heating assistance. Starting November 2, 2026, the Home Energy Assistance Program (HEAP) will accept applications from low-income renters and homeowners who need help covering their heating bills. The program, managed by the Human Resources Administration, aims to ease the financial burden of staying warm during the coldest months.
This year, the state has expanded its support, offering up to $8,000 for homeowners who need to replace a broken furnace or heating system. That’s a significant boost from previous years, and it’s part of a broader effort to keep families safe and comfortable. The program also provides up to $500 for cleaning, tuning, and minor repairs, including chimney maintenance and installing carbon monoxide detectors or programmable thermostats.
Who qualifies and how to apply
Eligibility is based on income and household size. Priority goes to households with adults aged 60 or older, children under 6, or individuals with disabilities. Those already receiving SNAP or other public assistance may have a simplified verification process. At least one household member must be a U.S. citizen or qualified non-citizen.
Applications can be submitted through the ACCESS HRA platform, available online and as a mobile app for iPhone and Android. You can also apply in person at local HEAP community centers, or by mailing the paper form (LDSS-3421) to the address provided. For help, call the HEAP hotline at 718-557-1399.
Once you submit, a caseworker will contact you for a phone interview. You can track your application status through ACCESS HRA. The state encourages early applications, as funds are distributed on a first-come, first-served basis.
Extra help for homeowners
Homeowners who need to repair or replace their heating equipment can apply for the separate Equipment Repair and Replacement benefit, which opened October 1. This covers up to $8,000 for a full furnace replacement, available once every 10 years. It’s a crucial resource for families facing unexpected breakdowns.
Governor Kathy Hochul highlighted the importance of this aid in a recent tweet: “I know how frustrating it is to open your utility bill and see the costs keep climbing. New Yorkers deserve some breathing room, and we’re putting money back in your pockets to help.”
For many Latino families across the state, this assistance is a lifeline. The rising cost of utilities has hit low-income communities hard, and programs like HEAP are essential to avoid disconnections and keep homes warm. As families across the U.S. face tough choices, New York’s initiative offers some relief.
If you or someone you know needs help, don’t wait. The application window is open, and the process is straightforward. Whether you’re in Brooklyn, Buffalo, or the North Country, this program is designed to help you through the winter.
