For families across New York, the arrival of a baby brings joy—and a pile of new expenses. Diapers, clothing, and other essentials add up quickly. To ease that early financial strain, the state has rolled out the Birth Allowance for Beginning Year program, better known as the BABY benefit. It offers a one-time payment of up to $1,800 per newborn, but there's a catch: you must apply within the first 90 days of your child's life.

The program is designed for families already enrolled in public assistance. If you're receiving benefits like cash assistance or SNAP, you may be eligible for this extra support. The payment is meant to cover those immediate needs that every parent knows all too well.

Who qualifies and how to apply

To get the benefit, you must be on active public assistance at the moment your baby is born. If you're not enrolled at that exact time, you won't qualify—even if you're approved later. That's a key detail that many families miss.

The application process is straightforward but time-sensitive. You need to notify your local social services office within 90 days of the birth. In New York City, that means contacting the Human Resources Administration (HRA). You'll need to provide official birth records so they can add your newborn to your existing case file.

Here's what you need to know:

  • Deadline: Notify social services within 90 days of your baby's birth.
  • Eligibility: You must be on public assistance when the baby is born.
  • Multiple births: Twins get $3,600 total, triplets get $5,400—$1,800 per child.
  • How to apply: Submit your baby's birth certificate to your caseworker or through the online portal.

Community advocates are urging families to act fast. Missing the 90-day window means losing out on this support entirely. "It's a simple step, but it's easy to overlook in the chaos of a new baby," says María González, a caseworker at a Bronx community center. "We tell every parent: do it as soon as you have the birth certificate."

Beyond the BABY benefit

The BABY benefit is just one piece of a broader effort to support working families. Governor Kathy Hochul has made affordability a priority, stating, "I will never stop working to make life more affordable for new mothers and families across New York."

In addition to the newborn payment, the Empire State Child Tax Credit offers up to $1,000 per child under 4 and $500 for kids aged 4 to 16. That credit will be claimed when you file your 2027 taxes. For many families, these combined resources can make a real difference.

If you're navigating these programs, you might also be interested in home heating repair assistance or rent aid options in NYC. And for those with older kids, a $400 tax credit per college student could also help.

State agencies are also expanding outreach, hosting workshops in community centers to guide parents through the paperwork. The goal is to ensure that no eligible family misses out on this support. As the program grows, officials are evaluating ways to sustain it long-term.

For now, the message is clear: if you're expecting a baby or just welcomed one, mark your calendar. The 90-day clock starts ticking the moment your child is born. Don't let this benefit slip away.
